The Union Carpenters Action Network (UCAN) Incentive Program is here to reward members like you who go beyond the minimum requirements in volunteering UCAN and organizing activities.

Use your carpentry skills to build for those in need.
Organize with your union brothers and sisters to help organize a job.
Knock on doors for a political candidate or cause to strengthen your union.
Give back to your community by contributing to food & toy drives, and more volunteer activities.
Get UCAN credits for continuing career carpentry training Journeyman Upgrades at your local training center.

Journeyman Upgrade Courses

SOME Currently Listed Courses In Upper Marlboro Center are:

• First Aid, CPR, AED
  Wednesday and Thursday, from March 05 to March 6 - Two evenings, from 5:00 PM to 9:00 PM.
  This an 8 hour certification course provides instruction in procedures for determining care and treatment for the injured or ill. This certification is a requirement for all apprentices and journeymen as part of the last Collective Bargaining Agreement’s Basic Training Program.

• MEWPS-Mobile Elevating Work Platforms (Aerial Lift)
  Monday and Tuesday, from March 10 to March 11 - Two evenings, from 5:00 PM to 9:00 PM.
  This an 8 hour hands-on qualification workshop combines classroom instruction with operating techniques to train participants in the safe operation of “Self-Propelled Elevting Work Platforms” (scissor lifts) and “Boom-Supported Elevating Work Platforms” (boom lifts) in compliance with OSHA regulations and ANSI standards.

• Powered Industrial Truck Operator - Rough Terrain
  Wednesday, March 12 and Thursday, March 13 - Two evenings, from 5 pm to 9 pm.
  This is a hands-on rough-terrain forklift training course. Topics covered are load capacity, hand signals, safe operating techniques, equipment, and job-site inspections.

• Interior Systems Layout 1
  This 16-hour course will introduce the students to the basic methods of interior system layout. They will learn 90 degree angles, bisecting, parallel arch, etc. Students will view prints and be able to calculate the difference between roug and finished dimensions on a st of prints. They will then be taught how to use that information to layout a building.

**Local 197 will be holding a special meeting for a secret vote to consider the recommendations to amend sections of our current local union bylaws

WHEN:.
Saturday, February 08, 2025, from 9:00 a.m. to 1:00 p.m.

Please note:

• This is a members-only event. Be sure to bring your union card or a valid photo ID for entry.

• Your membership must be in Good Standing in order to be able to cast your vote. 

These are some of the amendments members will be deciding on:

Section 11: Monthly Dues The Council has requested that all local unions adopt a dues increase to $25 per month. The Bylaws Committee recommends approving this request.

Rationale: This adjustment reflects changes in the cost of living and aligns with Council mandates. Local officers respectfully request members’ consideration of this proposal. A presentation on the financial statement and budget goals will be delivered at our local union meeting on January 8.

Section 12: Meetings Proposal to change the start time of the monthly local union meeting to 5:00 p.m.

Rationale: This adjustment aims to increase participation, particularly among apprentices who complete their classes around that time. Additionally, this change allows members to return home earlier, encouraging broader attendance.

Section 23: Compensation of Officers and Delegates Proposal to amend the compensation structure for the following officer roles:
• Financial Secretary • Treasurer

Rationale: Advancements in technology have streamlined the responsibilities associated with these positions, resulting in less time required to fulfill their duties.

Delegates’ Compensation Proposal to amend the compensation structure for delegates to align with the current format of Council meetings.

Rationale: The amendment aims to distinguish the compensation received by rank-and-file members serving as delegates from that of individuals concurrently employed by the Council or any other entity funded by member contributions.

Section 25: Funds.

Proposal 1: Removal of Contingency Language Proposal to remove contingency language, as it is no longer recommended by the UBC.

Rationale: The Financial Secretary has clarified that our local already conducts all operations using a single fund, rendering the contingency language unnecessary.

Proposal 2: Empowering the Executive Committee Proposal to add language granting the Executive Committee authority to review and provide detailed explanations for motions related to external donation solicitations.

Rationale: The membership believes the Executive Committee, elected to safeguard members’ contributions, should oversee decisions to ensure they align with the best interests of the membership.

Razón fundamental: El Secretario de Finanzas ha aclarado que nuestro local ya realiza todas las operaciones utilizando un fondo único, lo que hace innecesario el lenguaje de contingencia.

Propuesta 2: Empoderar al Comité Ejecutivo Propuesta para agregar texto que otorgue al Comité Ejecutivo autoridad para revisar y proporcionar explicaciones detalladas para las mociones relacionadas con solicitudes de donaciones externas.

LIST OF CANDIDATES

Section 31 D

Eligibility to Vote

ORGANIZATIONAL CHART

The officers constitute the Executive Committee of the Local Union. The major duties of the officers are outlined below and are contained in the Constitution of Laws.

President

Presides over all meetings. Appoints all committees. Performs all other duties as described.

Vice President

Assists the president and fills the president’s office in the event of the president’s absence.

Recording Secretary

Keeps minutes of all meetings. Preserves all documents and correspondence. Maintains charge of the seal and affixes it to all official documents When so instructed, notifies all members to present dues book to trustees. Performs all other duties as described.

Financial Secretary

Receives all moneys including initiation fees, dues & permits. Enters into the ledger the exact date and full amount of each payment. Records in the daybook all receipts. Keeps a record of all applications for membership and a correct account of each member. Makes the monthly report to the General Secretary on the official forms.

Treasurer

Receives from the financial secretary all moneys collected by the Local Union. Notes receipts in the official receipt book and gives receipts for all moneys collected. Makes all disbursements authorized by the Local. Submits an itemized statement of moneys received and spent to the Local Union. Sends the per capital to the General Secretary.

Trustees

Supervise the funds and properties of the Local Union See that all moneys received by the Local are properly deposited in the Local’s bank and examines the bank books monthly. Audit all books and accounts of the financial secretary and treasurer and of any person authorized to collect funds. Make a written audit report to the Local Union’s bond reports sent to the General Office and other forms filed by the Local such as those sent to the government.

Conductor

In the case of those Locals which desire to use the additional oral initiation ceremony, the Conductor shall obtain the names of all candidates awaiting initiation and report the same to the President and shall conduct the candidate through the initiation ceremony, and shall perform all duties pertaining to the office, and shall be furnished an assistant when necessary.

Warden

The Warden shall take charge of the doors at the meeting and see that no one but members shall enter.

Executive Committee

A Local Union can only be an effective organization when the Local’s Executive Committee, consisting of all the Local’s officers, plays an active role and does not just delegate all responsibility to the Council Representative. It is the Council Representative’s job to encourage the Local’s officers to take on that responsibility and to oversee their efforts.
